Proposal for Policy Amendment – 2024
Introduction:
The Committee of Regulations within the INDR (International Distribution Rights Institutionsof Administration) has identified areas within the leadership structure and operational procedures that require refinement for enhanced governance and effectiveness. This proposal seeks to address these issues through targeted policy amendments while ensuring adherence to ethical standards and regulatory compliance.
Objective:
The primary objective of this proposal is to enact specific changes to the leadership framework and operational protocols within INDR to promote transparency, accountability, and efficient decision-making.
Proposed Amendments:
1. Removal of Erik Zambrano from Acting Chief of Chairmans Position: Erik Zambrano will be removed solely from the position of Acting Chief of Chairmans. The seat will remain vacant unless an emergency declaration is issued by the Board of Charters, in which case it shall be temporarily filled until the emergency subsides. This adjustment ensures continuity in governance while limiting the exercise of emergency powers to exceptional circumstances.
3. Limitation of Chairmans’ Powers in Investigations: – Chairmans will have limited authority to interfere with investigations conducted by the INDR Commission of Association Oversight. Unless directed otherwise by the International Distribution Rights Institutions of High Executive Committee, Chairmans shall refrain from impeding or halting ongoing investigations. This provision safeguards the integrity and impartiality of investigative processes.
2. Creation of INDR Commission of Association Oversight: – The Committee proposes the establishment of the INDR Commission of Association Oversight as an independent body separate from INDR. This commission will oversee the activities of INDR and ensure compliance with ethical standards and regulatory requirements. It will operate with autonomy and report directly to relevant governing bodies.
Reached Argument: the proposed policy amendments aim to strengthen governance mechanisms within INDR, promote accountability, and preserve the organization’s reputation for ethical conduct. By delineating clear guidelines for leadership roles and establishing independent oversight mechanisms, INDR can enhance its operational effectiveness and uphold its commitment to regulatory compliance. The Committee of Regulations urges all stakeholders to endorse these amendments in the interest of organizational integrity and sustainability.
