Subject: Executive Order on Copyright Compliance Investigation & Legal Actions
Pursuant to the authority vested in the Office of the Association President under Charter Code 277(a) and in compliance with Title 17 of the United States Code (U.S. Copyright Act), an executive order has been issued to address ongoing copyright violations by unlicensed third-party websites. The Association recognizes that multiple violations of the INDR Association Bylaws have occurred, warranting immediate legal and administrative action.
Accordingly, the Office of the Copyright Inspector has been directed to initiate a full-scale probe into infringing entities. This investigation shall include an extensive review of unlicensed digital distribution, data tracking of non-compliant vendors, and legal enforcement against unauthorized use of copyrighted works.
Legal Authority & Enforcement Actions
Under U.S. Copyright Law (17 U.S.C. § 501 et seq.), copyright infringement occurs when a party reproduces, distributes, publicly displays, or transmits copyrighted works without a valid license.
Violations may include:
Unauthorized Digital Distribution & Streaming – Hosting, selling, or sharing copyrighted content without proper authorization.
Circumvention of Digital Rights Management (DMCA Violations) – Bypassing technological protections on copyrighted works, in violation of the Digital Millennium Copyright Act (17 U.S.C. § 1201-1205).
Unlicensed Public Performance & Reproduction – Use of copyrighted works in commercial settings without proper licensing agreements.
Legal consequences for infringement include:
Statutory damages of up to $150,000 per willful infringement (17 U.S.C. § 504).
Civil liability, including injunctive relief and financial penalties (17 U.S.C. § 502-505).
Criminal prosecution under 17 U.S.C. § 506, with potential imprisonment and additional fines.
Implementation of Executive Order & Key Appointments
To align with this executive directive, the following officials have been selected to oversee and execute compliance measures:
Chief of Governing: Daniel Whitmore – Responsible for overseeing legal governance and compliance strategies within INDR.
Chief Co/Counsel to the Association: Austin Flores – Serving as the principal legal advisor, ensuring alignment with INDR policies and U.S. copyright law.
Chief of Legal Counsel to Partners of INDR: Michael Trent – Managing legal affairs and compliance for INDR-affiliated rights holders and partners.
Chief of Arbitration: Samuel Carter – Overseeing arbitration procedures related to copyright disputes within the Association.
Chief of Copyright Inspector: Jackson Hughes – Leading the investigation into copyright infringements and ensuring enforcement.
Chief of Association Arbitration Hearings: Lisa Moreau – Directing formal arbitration hearings and dispute resolution proceedings.
Regional U.S. Administrator of Legal: Elijah Foster – Handling national legal affairs and coordinating enforcement actions across U.S. jurisdictions.
Reporting & Compliance Tracking
The Department of Administration for Legal Claims shall take enforcement action against infringing parties through legal proceedings, cease-and-desist orders, and financial claims. The Association shall monitor non-compliant vendors and unauthorized distributors through advanced data-tracking technologies to ensure swift legal intervention.

Failure to comply with copyright regulations will result in immediate legal action under applicable federal statutes. The INDR Association remains unwavering in its commitment to protecting intellectual property rights and ensuring that rightful creators receive due compensation.
